Rash of Placer County Murders

As someone who live in Roseville and Placer county I am very concerned about the rash of murders in Placer county this past week.
I am most concerned as to why an off duty Placer county Sheriff would respond to a robbery of lottery tickets from a local gas station and give chase Rocklin to Roseville then shoot in the back the suspect who was fleeing.
