Budget Report 2010-11

 

 

Honorable Governor,

 

 

After review of the 2010-11 Revised Budget it has come to my attention that an error has occurred. Please, print the summary charts so that you may follow my review.

 

While reviewing, I found several areas of interest.

 

 

1)      SUM-04 report does not reflect accurate changes from 2009-10. While this is insignificant assuming the figures reported in SUM-03 are accurate, it is still a reporting error.

 

2)      Creating an Income statement from the figures provided I took the total income from SUM-04 totals that include the “Special Funds”. The figure is $117,946 in millions.

 

Then I took the expenses reported in SUM-05 which includes all items. The figure is $122,619 in millions. This leaves a deficit of $4,673 in millions.

 

 

Then I reviewed the line items. I disregarded the bonds as self funding. The general fund income is $91,451 in millions from SUM-04 and the spending is $83,404 in millions from SUM-05. This leaves a surplus of $8,047 in millions.

 

 

Special Funds income on SUM-04 are listed as $26,495 in millions. The spending in

 

SUM-05 is $30,857 in millions. This leaves a deficit of $4,362 in millions.

 

 

The surplus of $8,047 minus the deficit of $4,362 leaves a surplus of $3,685 in millions.

 

While trying to balance the budget, the total spending including bonds is a deficit of $4,673 in millions and the surplus reported of $3,685 in millions is a variance of $988 in millions. I noticed that the Bond amount listed is the deficit plus the surplus as a deficit. Is this a coincidence or a math error? 4,673+3,685=Bond amounts of 8,358.
